费利佩·弗朗西斯科·加西亚·奥利瓦，是墨西哥国立自治大学生态系统与可持续性研究所教授，2005年11月至2008年担任墨西哥碳计划（MCP）科学指导小组主席，2008至2010年任墨西哥碳计划（PMC）总协调员，作为气候变化与土地问题主要作者参与政府间气候变化专门委员会（IPCC）关于气候变化、荒漠化、土地退化、可持续土地管理、粮食安全及陆地生态系统温室气体通量等特别报告，致力于土壤生物地球化学、陆地生态系统碳动态及土壤细菌生物多样性与土壤养分动态关系研究，已发表文章逾百篇。

Felipe Francisco García Oliva is a professor at the Institute of Ecosystems and Sustainability Research at the National Autonomous University of Mexico. He served as the Chair of the Scientific Steering Group of the Mexican Carbon Program (MCP) from November 2005 to 2008 and as the General Coordinator of the Mexican Carbon Program (PMC) from 2008 to 2010. As a lead author on climate change and land issues, he participated in the Special Reports of the Intergovernmental Panel on Climate Change (IPCC) on climate change, desertification, land degradation, sustainable land management, food security, and greenhouse gas fluxes of terrestrial ecosystems. Professor Felipe Francisco García Oliva dedicates his research to soil biogeochemistry, carbon dynamics in terrestrial ecosystems, and the relationship between soil bacterial biodiversity and soil nutrient dynamics, having published over 100 articles.
